HISTORIC DISTRICT COMMISSION
APRIL 4, 2016
Alexa Silver, Chair, called the meeting to order at 5:00 p.m. In attendance were Commission members Susanne DeBerry Cole, Ted Gallo and Nancy McGuire, Kees de Mooy, Zoning Administrator, Jennifer Mulligan, Town Clerk and guests.
Ms. Silver stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002 and revised March 7, 2012.
Ms. Silver asked if there were any additions or corrections to the minutes of the meeting of March 2, 2016. Ms. Cole moved to approve the minutes as submitted, was seconded by Ms. McGuire and carried unanimously.
The first item on the agenda was BP2016-24 from Kirk Williamson at 123 Washington Avenue for replacement of three (3) windows in the rear of the property. Mr. and Mrs. Williamson were present for the application. Ms. Silver read the application into the record, noting that the windows proposed for replacement were not original to the house.
Ms. Cole asked why 1-over-1 windows were chosen. Mr. Williamson stated that the Andersen 1-over-1 windows proposed matched the original windows on the house, although the 2-over-2 windows on the second floor were also original to the house. He said that Andersen did not make 2-over-2 stock windows.
Ms. McGuire moved to approve BP2016-24 for three (3) replacement windows on the rear of the house with Andersen 1-over-1 double hung windows, was seconded by Mr. Gallo and carried unanimously.
The next item on the agenda was BP2016-26 from the University of Maryland Medical System for a sign at 126 Philosopher’s Terrace. Mr. Matthew Duggins of Innerface Architectural Signage was present for the application as was Ms. Trena Williamson on behalf of UMMS. Ms. Silver read the application into the record. Mr. Duggins stated that he thought the sign would match nicely as it incorporated the same brick in the base as was on the building and the black coloring of the sign will match the newly installed black awnings. The sign will be externally lit in a downward fashion meeting night sky regulations.
Ms. Cole moved to approve BP2016-26 for signage at 126 Philosopher’s Terrace as submitted as she was familiar with the property and the application was in accordance with Article 3.13 of the Town of Chestertown Historic District Guidelines, was seconded by Mr. Gallo and carried unanimously.
The next item on the agenda was BP2016-31 from Richard Norton at 312 Cannon Street for directional signage. Ms. Nancy McGuire recused herself from the application as she was present on behalf of Mr. Norton. Ms. Silver read the application into the record. Mr. de Mooy stated that he reviewed the site and that way finding signs such as this are technically exempt.
Ms. Cole moved to approve BP2016-31 for a sign at 312 Cannon Street as she was familiar with the property in question and the work is compatible and in character of the overall district and in accordance with Article 3.13 of the Town of Chestertown Historic District Guidelines, was seconded by Mr. Gallo and carried unanimously.
The last item on the agenda was BP2016-34 from Edge Construction for a roof replacement at the Hogans Building on 220 High Street. Mr. Alex Edge of Edge Construction was present for the application. Ms. Silver read the application into the record. Mr. Edge stated that this application was for a flat roof only and could not be seen from public view.
Ms. Cole stated that she was familiar with the property and moved to approve BP2016-34 for an EPDM flat roof as the work was compatible with the character of the Historic District and adjoining properties as it conforms to Article 3.7 of the Town of Chestertown Historic District Guidelines, was seconded by Mr. Gallo and carried unanimously.
There being no further business, Ms. Cole moved to adjourn the meeting at 5:17 p.m., was seconded by Mr. Gallo and carried unanimously.
