UTILITIES COMMISSION MEETING
NOVEMBER 5, 2018
Mayor Cerino called the meeting to order at 7:32 p.m. In attendance were Council members David Foster, Linda C. Kuiper, Rev. Ellsworth Tolliver and Mauritz Stetson, Bob Sipes (Utilities Director), Jennifer Mulligan (Town Clerk) and guests.
Mayor Cerino asked if there were any additions or corrections to the Utilities Commission meeting minutes of October 1, 2018. Mr. Stetson moved to approve the minutes of October 1, 2018 as submitted, was seconded by Rev. Tolliver and carried unanimously.
Mayor Cerino stated that operating funds on hand is $2,132,114.94 with designated capital funds set aside for capital projects at $806,000.00.
Mayor Cerino asked for a motion to pay the bills. Mr. Stetson moved to pay bills as submitted, was seconded by Rev. Tolliver and carried unanimously.
Mr. Sipes stated that he gave several Washington College students a tour of the Waste Water Treatment Plant last week.
Mr. Sipes stated that piping project at the Water Plant was complete. He said that Well #2 had to have the pitless adaptor removed and he also discovered a leak in the storm drain. He said that this project took almost two (2) months to complete due to the saturation of the ground, but a new pump and motor are in the well. Unfortunately, they have to remove the pump and motor already, as it is only pumping 70 gallons per minute instead of the 140 gallons per minute it should be. He said that it appears a screen is obstructed and needs to be rehabbed.
Mr. Sipes stated that in the process of repairing Well #2, he also determined that there was a leak from the well which ran under the slab of the building where it tied into a pipe header connecting all other Town wells. Mr. Sipes stated that the header was rerouted around the building and a new line was run from Well #2 and tied in to the other wells. Mr. Sipes stated that as soon as the screen for Well #2 is rehabbed, the well will be back online and that would be completed this week. Mr. Sipes stated that there are no longer any active well lines under the building at the Water Plant.
Mr. Foster asked if there was a way to identify the most probable leaks under the roads scheduled for repaving. Mr. Sipes stated that there was really no way to tell where they are leaks until they show.
Mr. Sipes stated that there was a leak in the alley behind Pardoe’s that was fixed, noting that the leak looked bad because of the grading on Hadaway Drive, but the leak was actually not as bad as it appeared.
Mr. Sipes stated that all old lines at the Marina have been abandoned at the main and new lines are running which are online and servicing the entire marina.
Ms. Kuiper asked why there were bills for Forlini Law Group. Mr. Sipes stated that Mr. Ingersoll would be better able to answer that question.
There being no further business, questions or comments Rev. Tolliver moved to adjourn the meeting at 7:42 p.m. was seconded by Mr. Foster and carried unanimously.
