HISTORIC DISTRICT COMMISSION
DECEMBER 5, 2018
Chairwoman, Alexa Silver called the meeting to order at 5:00 p.m. In attendance were Commission members Jeffrey Coomer, Ted Gallo, Barbara Jorgenson and Alice Ritchie, Jennifer Mulligan (Town Clerk) and guests.
Ms. Silver stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002 and revised March 7, 2012.
Ms. Silver asked if there were any additions or corrections to the minutes of the meeting of November 7, 2018. Mr. Coomer moved to approve the minutes of November 7, 2018 as submitted, was seconded by Ms. Ritchie and carried unanimously.
Ms. Silver stated that there were four (4) items on the consent agenda as follows:
- BP2018-132 – Harding, 201 E. Campus Avenue – Roof (ratification of permit issued 11/15/18 -roof leak – emergency repair)
- BP2018-133 – McCarthy/Edge Construction – 108 E. Campus Avenue – Roof
- BP2018-137 – Newsome/Sarah Paige, 312 Cannon Street – Sign
- BP2018-141 – Arrowood, 349 High Street – Exterior Renovation
Ms. Ritchie moved to approve the consent calendar as the applications were in keeping with Historic District Guidelines as follows:
- BP2018-132 – Harding, 201 E. Campus Avenue – Roof (ratification of permit issued 11/15/18 -roof leak – emergency repair)
- BP2018-133 – McCarthy/Edge Construction – 108 E. Campus Avenue – Roof
- BP2018-137 – Newsome/Sarah Paige, 312 Cannon Street – Sign
- BP2018-141 – Arrowood, 349 High Street – Exterior Renovation
The motion was seconded by Mr. Gallo and carried unanimously.
Ms. Jorgenson stated that she wanted to commend Mr. Arrowood for reusing the original material for the porch renovation.
The next item on the agenda was BP2018-135 from the Hogans Agency (Stam Hall) at 220 High Street to replace molding on the front façade of the building and to change out the front door. Ms. Silver read the application into the record. The Historic District Commission tabled the application for the January 2019 meeting and asked that the applicant be advised to have someone in attendance to represent the application and to encourage the applicant to amend the application from PVC molding to wood molding.
The next item on the agenda was BP2018-139 from Jeffrey Maguire at 108 S. Cross Street for the addition of a stairwell on the back of the building. Ms. Silver read the application into the record. There was nobody present for the application, but there were no questions of the applicant before a decision could be rendered. Mr. Coomer moved to approve the application for a stairwell addition as submitted, was seconded by Ms. Ritchie and carried unanimously.
The next item on the agenda was BP2018-140 from First Bridge Apartments/Virginia Turley at 117 N. Water Street for exterior renovations. Ms. Silver read the application into the record. Ms. Turley was present for the application. Ms. Silver asked what would be used in place of the fire escape. Ms. Turley stated that presently the fire escape cannot be used as the windows were painted shut. She said that in order to access the fire escape, one had to go through a closet and climb through the window. After meeting with the Maryland State Fire Marshall, it was not clear if a permanent fire escape was required. She said that they were considering roll-out ladders in place of the existing fire escape.
Ms. Ritchie stated that the metal fire escape staircase was not historic in any way. This application would modify the northeast side of the house but it has already been modified to some extent. Ms. Turley stated that she would abide by fire code. She said that she would like for the new door to be wood, if it was permitted by fire code. Ms. Ritchie asked if the stairwell came out to the same distance as the bay window and Ms. Turley stated that it will. Ms. Turley stated that she was hoping to repurpose the existing windows and if they could not she would replace the windows in wood to mimic the existing windows.
Ms. Jorgenson moved to approve the application as submitted as it was in keeping with the historic District Design Guidelines, was seconded by Mr. Gallo and carried unanimously.
The last item on the agenda was BP2018-144 from David and Cheryl Hoopes at 203 Mount Vernon Avenue for window replacement. Ms. Silver read the application into the record. Mr. Kurt Christophel, contractor, was present for the application. Ms. Silver stated that this was a non-contributing property and half of the windows were not original. Ms. Jorgenson moved to approve the application as submitted as it was in keeping with the Historic District Guidelines, with the understanding that the grids for the windows will be between the glass, was seconded by Mr. Gallo and carried unanimously.
There being no further business, Ms. Ritchie moved to adjourn the meeting at 5:20 p.m., was seconded by Mr. Coomer and carried unanimously.
