HISTORIC DISTRICT COMMISSION

JULY 5, 2023

 Ms. Victoria Smith called the Historic District Commission meeting to order at 4:00 p.m. In attendance were Commission members Barbara Brown, David Holman, Samantha Hollomon, Michael McDowell, Monica Sella and Kees de Mooy (Zoning Administrator), Lynda Thomas (Town Clerk) and guests.

Ms. Smith stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002, and revised March 7, 2012.

Ms. Smith asked if there were any questions, comments, or additions to the minutes of the meeting of June 7, 2023.  Ms. Holloman moved to approve the minutes with changes as noted, was seconded by Ms. Brown, and carried unanimously.

The items on the consent calendar were as follows:

  1. BP230113 – Sugar Doodles, 315 High Street – sign;
  2. BP230114 – Kimble, 405 Calvert, window replacement;
  3. BP230117 – Holman, 526 High Street – roof replacement;
  4. BP230123 – Washington College, 200 W. Campus Avenue – window & shutter replacement;

 Ms. Hollomon asked to have BP230113 – Sugar Doodles, 315 High Street – sign removed from the consent calendar for further discussion.

Ms. Brown made a motion to approve the consent calendar, except for BP230113 – Sugar Doodles, 315 High Street – sign to be moved to new business.

  1. BP230114 – Kimble, 405 Calvert, window replacement;
  2. BP230117 – Holman, 526 High Street – roof replacement;
  3. BP230123 – Washington College, 200 W Campus Avenue – window & shutter replacement;

The motion was seconded by Ms. Hollomon and passed unanimously.

New Business

The next item on the agenda was BP230113 – Sugar Doodles, 315 High Street – sign. No representative was present.  Work will consist of mounting a 13-foot x 3-foot sign on the front of the building above the display window.

There was a discussion of the new business owner’s concern that the new sign does not cover the markings left on the brick from the previous sign.

Ms. Holloman moved to approve BP230113 – Sugar Doodles, 315 High Street – sign as submitted with a note that this should not be a precedent for position, scale and building alignment moving forward and relative to others on the block. The motion was seconded by Ms. Brown and carried unanimously.

The next item on the agenda was BP230115 – Blue Heron, 412 High Street – demo, renovate, addition.  Torr Howell was present for the application. Work will consist of removing the shed addition on the back of the house and constructing a new addition to renovate the kitchen and bathroom.

Ms. Holloman made a motion to approve BP230115 – Blue Heron, 412 High Street – demo, renovate, addition, as submitted. The motion was seconded by Mr. Holman and passed.

The next item on the agenda was BP230122 – Cerino, 104 E Campus Avenue – porch repair. Michelle Cerino was present for the application. Work will consist of renovating the porch, using composite board to replace the rotting porch boards, changing the ceiling of the porch and replacing windows with vinyl like several of the other windows have already been replaced in the area.

Mr. Holman stated that within the guidelines in new construction homes that are mimicking historic details, composite decks have been allowed on new construction homes and on older homes, the HDC has not allowed composite decks. To be consistent, they need to be a wood deck.

Ms. Hollomon made a motion to approve BP230122 – Cerino, 104 E Campus Avenue – porch repair, contingent upon the flooring being replaced with a hard wood material. The motion was seconded by Mr. McDowell and passed unanimously.

 Old Business

The next item on the agenda was BP230027 – Dietz, 117 N Queen Street – roof line adjustment. Thomas Dietz was present for the application. Work will consist of changing the roof line of the main residence to be a single shed roof over the existing structure in the rear.  Roof to be standing seam metal.

There was discussion of the several roof slope options.

Ms. Brown made a motion to approve BP230027 – Dietz, 117 N Queen Street – roof line adjustment, contingent upon revised upper roof plan to allow 12 -18 inches to the original slope. Motion was withdrawn.  It was decided that new plans would be drawn up and presented at a later date.

Mr. Holman presented a new wood, Acre, made of rice husk. He will present the manufactures information to the commission members once he receives it.

There being no further business, Ms. Holloman moved to adjourn the meeting at 4:50 p.m., was seconded by Ms. Brown and passed unanimously.
