HISTORIC DISTRICT COMMISSION

Ms. Victoria Smith called the Historic District Commission meeting to order at 4:00 p.m. In attendance were Commission members Barbara Brown, Samantha Hollomon, Michael McDowell, Rebecca Murphy, and Lynda Thomas (Town Clerk) and guests.

Ms. Smith stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002, and revised March 7, 2012.

Ms. Smith asked if there were any questions, comments, or additions to the minutes of the meeting of October 4, 2023.  Ms. Sella moved to approve the minutes as presented, was seconded by Ms. Hollomon, and carried unanimously.

The items on the consent calendar were as follows:

  1. BP240018 – Begley, 210 Washington Avenue, replace door.
  2. BP240020 – Barlow, 123 N Queen Street, replace roof.
  3. BP240026 – Gerber, 200 Court Street, replace roof.
  4. BP240030 – Gilchrist, 117 High Street, replace doors.

Ms. Hollomon moved to approve the following as presented. 

  1. BP240018 – Begley, 210 Washington Avenue, replace door.
  2. BP240020 – Barlow, 123 N Queen Street, replace roof.
  3. BP240026 – Gerber, 200 Court Street, replace roof.
  4. BP240030 – Gilchrist, 117 High Street, replace doors.

The motion was seconded by Ms. Sella and passed unanimously. 

New Business

The next item on the agenda was BP240017 – Maloney, 232 N Kent Street, replace roof.  Ms. Sylvia Maloney, homeowner, and Mr. Erick Canales, contractor, were present for the application. Work will consist of replacing the roof, installing ice and water shield, installing synthetic underlayment, and installing drip edge.  

Mr. McDowell made a motion to approve BP240017 – Maloney, 232 N Kent Street, replacing roof, as presented. The motion was seconded by Ms. Murphy and passed.

The next item on the agenda was BP240023 – Tacher, 209 Philosophers Terrace, replace windows & doors. No representative was present for the application. The Commission had questions.

Ms. Hollomon made a motion to table BP240023 – Tacher, 209 Philosophers Terrace, replace windows & doors. The motion was seconded by Mr. McDowell and passed.

The next item on the agenda was BP240024 – Hahn, 214 Calvert Street, replace doors.  Mr. Adam Hahn was present for the application. Work will consist of replacing the front metal door with a wood door, removing full glass door and replace with a window and removing a sliding glass door and replacing with a regular door and close in the wall and covering with siding to match.

Ms. Murphy made a motion to approve BP240024 – Hahn, 214 Calvert Street, replacing doors, as presented. The motion was seconded by Ms. Hollomon and passed.

The next item on the agenda was BP240025 – Eleuterio, 101 S Mill Street, replace open shed.   Mr. Francis Eleuterio was present for the application. Work will consist of replacing an existing 14’x7’x6’ open shed with a similar 20’x8’x6.5’ open structure constructed of wood, metal roof and concrete footings.

Ms. Murphy made a motion to approve BP240025 – Eleuterio, 101 S Mill Street, replacing open shed, as presented. The motion was seconded by Ms. Holloman and passed.

The next item on the agenda was BP240028 – Driskell, 410 Cannon Street, replace fence, roof, & gutter, wood repair. Mr. Dan Driskell was present for the application. Work will consist of installing a new 48” tall red cedar wood fence, replacing the asphalt shingle roof on main portion of structure and installing a metal standing seam roof on single story section, K-style aluminum gutters and downspouts and exterior wood repair.

Ms. Murphy made a motion to approve BP240028 – Driskell, 410 Cannon Street, replace fence, roof, & gutter, wood repair, as presented. The motion was seconded by Ms. Holloman and passed.

The next item on the agenda was BP240029 – Conte, 109 N Water Street, replace roof, repair step. No representative was present for the application. The Commission had questions.

Ms. Murphy made a motion to table BP240029 – Conte, 109 N Water Street, replace roof, repair step. The motion was seconded by Ms. Holloman and passed.

The next item on the agenda was BP240031 – Grosse, 104 S Queen Street, fence, patio, driveway curb cut. Mr. Jay Yerkes was present for the application. Work will consist of installing a cedar fence, rear brick patio and a driveway with a curb cut.

Ms. Murphy made a motion to approve BP240031 – Grosse, 104 S Queen Street, fence, patio, driveway curb cut, as presented. The motion was seconded by Ms. Brown and passed.

There being no further business, Ms. Hollomon moved to adjourn the meeting at 4:34 p.m., was seconded by Ms. Murphy and passed unanimously.

(2)   The Commission may establish reasonable time limitations and registration requirements for witnesses and speakers, so that all may have an opportunity to be heard. In general, these times limits will be:

(a)   Historic District Permit applicant: 7 minutes

(b)   Comment by interested or aggrieved parties: 3 minutes
