HISTORIC DISTRICT COMMISSION

SEPTEMBER 1, 2021

Mr. Kurt Smith, Chair, called the meeting to order at 5:06 p.m.  In attendance were Commission members Barbara Brown, Rob Busler, Alice Ritchie and Victoria Smith, Kees de Mooy (Zoning Administrator), Jennifer Mulligan (Town Clerk) and guests.

Mr. Smith stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002, and revised March 7, 2012.

Mr. Smith asked if there were additions or corrections to the minutes of the Historic District Commission Meeting of August 4, 2021. Ms. Smith moved to approve the minutes of the July 7, 2021, meeting as submitted, was seconded by Ms. Brown and carried unanimously.

The Consent Calendar consisted of the following items:

  1. BP2021-130 – 113 High Street – Roof/Dormer Repair;
  2. BP2021-131 – 100 High Street – Exterior Renovations;
  3. BP2021-132 – 102 High Street – Exterior Renovations;
  4. BP2021-135 – 118 Washington Avenue – Roof replacement;

Ms. Smith moved to approve the consent agenda as presented, was seconded by Mr. Busler and carried unanimously. 

Mr. Smith stated that there were also two additional sign applications that came in later than the deadline and were added to the agenda.

The next item on the agenda was BP2021-113A from Nancy Smullen for a fence and landscaping at 100 Hilda Hopkins Way.  Ms. Ritchie stated that she was concerned because she thought it was the first aluminum fencing approved.  Ms. Mulligan stated that there was similar fencing on another house on Cannon Street.  Mr. Busler stated that all applications were decided on a case-by-case basis.

Mr. Smith stated that this was a new property and he thought that newer material, such as aluminum was appropriate in this case.

Mr. Busler moved to approve the application as submitted given that the dwelling was new construction, was seconded by Ms. Smith and carried unanimously. 

The next item on the agenda was BP2021-136 for Rise Bakery at 236 Cannon Street.  Ms. Christina Schindler and Mr. Bill Schindler were present for the application.  Ms. Schindler stated that the modern stone age kitchen sign will be a log of a stone axe and chef’s knife in a flame and explained it in detail, adding that the sign will be attached onto the face of the building.

Ms. Brown moved to approve the BP2021-136 for a sign as submitted, was seconded by Mr. Busler and carried unanimously.      

The next item on the agenda was BP2021-137 from Steve Lotharius for a sign at 207 S. Cross Street.  Mr. Lotharius was present for the application.  He said that this building sits far back and he thought placing the sign vertically, it would be better seen from the shopping district.  The sign will read “Chocolate!”.

Mr. Busler moved to approve BP2021-137 for a sign at 207 S. Cross Street as submitted, was seconded by Ms. Brown and carried unanimously.

Mr. Busler stated that he wanted to add that he had Mr. Minch join the Commission over 8 years ago and that he was still in shock over him being gone.  He said that he missed him and hoped he would be able to bridge the gap.  Ms. Ritchie stated that Mr. Minch will be missed a great deal as his input was invaluable.  Mr. Smith stated that everyone felt that way about Mr. Minch and he will be missed.

There being no further business, Ms. Brown moved to adjourn the meeting at 5:35 p.m., was seconded by Ms. Smith and carried unanimously.
