HISTORIC DISTRICT COMMISSION

Administrative Meeting

Ms. Victoria Smith called the Historic District Commission meeting to order at 4:00 p.m. In attendance were Commission members Barbara Brown, David Holman, Samantha Hollomon, Michael McDowell, Rebecca Murphy, and Monica Sella. Also in attendance were Kees deMooy (Zoning Administrator), Lynda Thomas (Town Clerk) and guests.

Ms. Smith stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002, and revised March 7, 2012.

Training

Ms. Smith reviewed the Camp Training information.  The Commissioners reviewed the class topics they felt were a priority.

Ms. Sella stated that she liked Topic 3 – Alternative Materials.

Ms. Smith felt that Topic 2 – Standards and Guidelines for Design Review was important since they would possibly be updating the HDC guidelines. 

Ms. Murphy felt that Topic 12 – Community Engagement and Building Public Support was important.

Ms. Smith noted that two (2) classes by Zoom cost $3500 for a group of about 20 and stated that she would look into when the classes would be available.

Ms. Murphy noted that doing three (3) classes for the same amount of money would be more beneficial.  Mr. DiRe noted that the sessions are about three (3) hours per class. Ms. Smith noted that three (3) topics may be too much for one day.

The three (3) essential Camp classes:

Topic 2 – Standards and Guidelines for Design Review

Topic 6 – Legal Basics

Topic 7 – Meeting Procedures

Ms. Smith stated that she would get more details and get back to everyone.

Staff Reports

Ms. Thomas asked the Commissioners what details they would like to see in the staff report.

Ms. Murphy noted that updates on the proposals that are being reviewed or carried over to for further review. 

Ms. Hollomon noted that the staff report should reflect additional information not given in the application such as samples received, has or will there be Planning Commission review.

Ms. Brown added information and/or updates the applicant made verbally. She asked that the staff report be used to remind Commissioners where in the process a permit review is and to note changes being requested.

Updating Guidelines

Ms. Smith suggested that updating the guidelines should not begin until the training has started. 

Ms. Brown asked if an outside source had been used in the past. Mr. deMooy noted that updates have been made by the Commission and staff.

Ms. Smith asked that suggested changes to the guidelines be given to the Town Clerk. She asked anyone wanting to serve on the HDC Guideline Committee to notify the Town Clerk.

There was a discussion on disclosure requirements when new homeowners purchase a house in the historic district.

Posting Properties

There was a discussion about posting properties requesting permits.

Ms. Hollomon quoted from the Town Chapter, HDC Chapter 19, Section 5(A):

  • 19-5  NOTICE OF APPLICATIONS.

   (A)   Publication.  The Commission will post a notice of their regular meeting in the local newspaper at least one week prior to each monthly meeting. The Town Manager may, at his or her discretion and when deemed in the public interest, notify adjoining and confronting property owners, and other interested parties.

Christopher Drummond, Esquire noted that the code needs to be updated and that no one reads the newspaper anymore and that posting the properties would be better. Staff would give the property owner a notice to post on the property a set number of days before the hearing. 

There was a discussion to ask the Town Council to draft an ordinance/resolution to require realtors to give new homeowners a copy of the historic district guidelines at closing and change posting property instead of advertising in the newspaper.

 There being no further business, Ms. Hollomon moved to adjourn the meeting at 7:07 p.m., was seconded by Mr. McDowell and passed unanimously.
