HISTORIC DISTRICT COMMISSION
NOVEMBER 5, 2014
Chairman Michael Lane called the regular meeting to order at 4:00 p.m. In attendance were Commission members John Ames, Rob Busler, Alexa Cawley, Lucy Maddox and Ed Minch, Kees de Mooy, Zoning Administrator, Jennifer Mulligan, Town Clerk and guests.
Mr. Lane stated that the Chestertown Historic District Commission takes its authority from Chapter 93 of the Code of the Town of Chestertown and operates under the Historic District Design Guidelines that were adopted by the Mayor and Council of Chestertown on October 7, 2002 and revised March 7, 2012.
Mr. Lane asked if there were any additions or corrections to the minutes of the meeting of October 1, 2014. Ms. Maddox moved to approve the minutes as submitted, was seconded by Mr. Busler and carried unanimously.
Items on the consent calendar were as follows:
- BP2014-106 – Sheila Austrian, 201 N. Water Street – Storm Windows
- BP2014-107 – Abigail Robson, 520 High Street – Shed
- BP2014-109 – First United Methodist Church – Roof (ratify approval)
- BP2014-112 – Christ Methodist Church, 401 High Street – Shed
- BP2014-116 – Quigg/Kitchen at the Imperial, 208 High Street – Sign
- BP2014-118 – Stephen Meehan, 208 High Street – Sign
- BP2014-119 – Carla and Frank Gerber, 107 S. Queen St. – Oil tank placement
- BP2014-120 – James Flanagan/Stoltzfus, 108 N. Water Street – roof
Mr. Busler asked to remove BP2014-112, BP2014-116 and BP2014-118 from the consent calendar.
Mr. Minch moved to approve the following applications as they were in accordance with the Design Guidelines for the Town of Chestertown:
- BP2014-106 – Sheila Austrian, 201 N. Water Street – Storm Windows
- BP2014-107 – Abigail Robson, 520 High Street – Shed
- BP2014-109 – First United Methodist Church – Roof (ratify approval)
- BP2014-119 – Carla and Frank Gerber, 107 S. Queen St. – Oil tank placement
- BP2014-120 – James Flanagan/Stoltzfus, 108 N. Water Street – roof
The motion was seconded by Ms. Maddox and carried unanimously.
The next item on the agenda was BP2014-112 from Christ United Methodist Church at 401 High Street for a shed. Mr. Lane read the application into the record. Mr. Tom Clark was present for the application. Mr. Busler stated that he would like more information on the aesthetics of the shed. Mr. Clark explained that the wood shed would be built by Stoltzfus Pole Buildings and would have matching roofing materials and be painted in a red color to match the red paint on the church. Mr. Ames moved to approve the shed at Christ United Methodist Church as submitted, was seconded by Mr. Minch and carried with four (4) in favor, Mr. Busler abstained.
The next item on the agenda was BP2014-116 from Stephen and Monica Quigg for a sign at 208 High Street. Ms. Mulligan stated that the existing sign would be repainted to read “The Kitchen at the Imperial”. Ms. Quigg was present and stated that the sign may actually now read, “The Kitchen” but whatever was decided it was going to be only one line of text. Mr. de Mooy stated that this was a previously approved sign that conformed to the Historic District Guidelines and was being repainted. Ms. Maddox moved to approve the sign application for BP2014-116, was seconded by Mr. Minch and carried unanimously.
The next item on the application was BP2014-118 from Stephen Meehan for a sign at 208 High Street. Ms. Mulligan stated that there was evidence in a photo with the application that a sign once existed on the building and Mr. Meehan was proposing to duplicate the style of that sign and would attach it to the building where holes existed. Mr. Ames moved to approve BP2014-118 as submitted, was seconded by Mr. Minch and carried unanimously.
The next item on the agenda was BP2014-115 from Leif and Marguerite Guldbrandsen at 110 Spring Avenue for exterior renovations. Mr. Lane read the application into the record. Mr. and Mrs. Guldbrandsen were present for the application. Ms. Mulligan stated that she did not receive drawings as requested for the decking, but the piers were in place and photographed for the record.
Mr. Guldbrandsen stated that there was a photo of the side porch as it once existed. He said that it would be built in that same fashion, but to meet code must have railings. He said that the railings would mimic the railings on the second floor balcony at the front of the house (photos were also attached).
Mr. Minch moved to approve BP2014-118 as submitted as it was in accordance with the Historic District Guidelines, was seconded by Mr. Ames and carried unanimously.
There being no further business, Ms. Cawley moved to adjourn the meeting at 4:25 p.m., was seconded by Mr. Busler and carried unanimously.
