UTILITIES COMMISSION MEETING
OCTOBER 20, 2014
Mayor Cerino called the meeting to order at 7:30 p.m. In attendance were Council members Liz Gross, Linda Kuiper, Samuel T. Shoge and Mauritz Stetson, W. S. Ingersoll, Town Manager, Robert Sipes, Utilities Manager, Jennifer Mulligan, Town Clerk, and guests.
Mayor Cerino asked if there were any additions or corrections to the Utilities Commission meeting minutes of September 15, 2014. Mr. Stetson moved to approve the minutes with a minor change, was seconded by Ms. Gross and carried unanimously.
Mayor Cerino stated that cash on hand and in banks was $925,620.42 and there was $191,400.00 set aside in capital funds.
Mayor Cerino asked for a motion to pay the bills. Mr. Stetson moved to pay the bills as submitted, was seconded by Mr. Shoge and carried unanimously.
Mr. Sipes stated that the phosphate and total nitrogen results at the lagoon have returned to normal.
Mr. Sipes stated that MDE visited the Wastewater Treatment Plant as part of the permit renewal process. He said that the application was submitted and the public hearing was in the process of being scheduled. MDE stated that the Town has to address inflow and infiltration more thoroughly. He said that this would be a major project and he was looking at different options, such as a holding tank or larger pipe to the overflow lagoon. He said that he may have to contact an engineer to discuss something that can be done hydraulically rather than mechanically.
Mr. Sipes stated that he was putting out bids for a generator at the Radcliffe Pump Station as the older generator was corroded and some parts were no longer available. There was a 50-year old generator at Rt. 291 that also should be replaced.
Mr. Sipes stated that quarterly results were received from Chester River Hospital and there was nothing in the report that was out of the ordinary. He said that there was a misstatement in the letter where it reports that the Hospital is not exceeding any of the groundwater standards, but the results of the quarterly report state otherwise. Mr. Sipes said that water not exceeding groundwater standards is drinkable, and the groundwater under the Hospital is not, though it is contained on site.
Mr. Shoge and Ms. Gross stated that they would like to have a tour of the Wastewater Treatment Plant. Mr. Sipes stated that he would gladly give them a tour and offers tours to the public upon request.
There being no further business, Ms. Gross moved to adjourn the meeting at 7:44 p.m., was seconded by Mr. Shoge and carried unanimously.
