PLANNING COMMISSION

NOVEMBER 20, 2019

 Chairman Jeffery Grotsky called the meeting to order at 7:30 p.m.  In attendance were Commission members Robert Busler, Darell Craig, John Hutchison, Jane Richman and Paul Showalter, Kees de Mooy (Zoning Administrator), Jennifer Mulligan (Town Clerk) and guests.

Mr. Grotsky welcomed Mr. Hutchison to the Planning Commission.

MINUTES OF PLANNING COMMISSION MEETING

Mr. Grotsky asked if there were any additions or corrections to the minutes of the Planning Commission meeting of September 18, 2019.  Mr. Showalter moved to approve the minutes as presented, was seconded by Ms. Richman and carried unanimously.

 LOT LINE ADJUSTMENT – 104 ELM STREET

Mr. Mike Scott of Michael Scott Surveyors was present for the application.  Mr. Scott stated that this application consisted of three (3) parcels owned by Mr. Biddle.  He said that Mr. Biddle lived on the parcels as one property but had never done the lot line adjustments while he was living.  He said that Mr. Biddle passed away, leaving the land to his son who was proposing to make the three (3) parcels one on the advice of his attorney.  Mr. Scott stated that the easement was sold to Mr. Biddle years ago and nothing runs under it.  The property was sold to the original owner in 1976.

Mr. Craig moved to approve the lot line adjustment as submitted, was seconded by Mr. Hutchison and carried unanimously. 

LOT LINE ADJUSTMENT – 206 PHILOSOPHERS TERRACE

Mr. Mike Scott of Michael Scott Surveyors was present for the application.  Mr. Scott stated that the Van Names and Jorgensons are acquiring property from the Faulkners at 206 Philosophers Terrace. Mr. Craig asked if all parties agreed on the Lot Line Adjustment.  Mr. de Mooy stated that the matter has been resolved.

Mr. Busler moved to approve the lot line adjustment as presented, with the understanding that all parties agree with the adjustment to the lines, was seconded by Mr. Hutchison and carried unanimously. 

LOT LINE ADJUSTMENT – 108 N. WATER STREET

Mr. Buck Nickerson of Extreme Measures was present for the application.  He said that the Flanagans and Maddoxes are interested in adjusting their property lines to match their fence lines.  Mr. Nickerson stated that there is a fence in place and during a survey it was discovered that a 1’ wide piece of land belonging to the Maddox’s was on the Flanagan’s side of the fence.  Mr. Nickerson stated that the Flanagan’s have been tending to this land for years as their own, so Mr. and Mrs. Maddox are deeding the land to the Flanagans.

Mr. Busler moved to approve the lot line adjustment as submitted, with the understanding that there was approval between the property owners, was seconded by Ms. Richman and carried unanimously. 

There being no further business, Mr. Craig moved to adjourn the meeting at 7:54p.m., was seconded by Mr. Showalter and carried unanimously.
