PLANNING COMMISSION MEETING
DECEMBER 20, 2023
John Hutchison (Chair) called the meeting to order at 7:00 p.m. In attendance were Commission members Owen Bailey, Jim Gatto, Cinda Pitcock, Jay Silcox, Heidi Usilton, Elizabeth Watson, Kees de Mooy (Zoning Administrator), and Lynda Thomas (Town Clerk).
The meeting began with the review of the Comprehensive Plan.
Mr. Hutchison noted that he would like assistance with organizing the Town Boards/ Commissions/Committees the Commission would like to invite to review the Comprehensive Plan.
Mr. Hutchison asked if the group would like to extend their once-a-month meetings or meet twice a month. He noted that the half hour spent each month is not enough time to get the process moving forward. It was agreed to start the meeting at 6:30 pm to allow for an hour to review the comprehensive plan.
Mr. Bailey stated that he thought under the section, Areas of Focus (page 8) for the Chester River bridge traffic calming relief whether it would be a bridge or something else along 213 that would encourage trucks to take 301. Mr. deMooy noted from the state website that this issue was ranked last and would not be resolved.
The Commission reviewed the Statement of Goals and discussed adding a primary goal to encourage construction of affordable housing versus workforce housing.
Mr. Hutchison closed the review meeting of the Comprehensive Plan and called the regular meeting to order at 7:30 p.m.
Mr. Hutchison asked if there were any corrections or revisions to the minutes of the meeting of November 15, 2023. Mr. Gatto noted to strike while Mr. deMooy is away. Mr. Silcox moved to approve the minutes of November 15, 2023, as amended. The motion was seconded by Mr. Bailey and carried unanimously.
REVISED CONCEPT PLAN REVIEW – RADCLIFFE MEADOWS SUBDIVISION
Kevin Shearon presented the revised Concept Plan Review for Radcliffe Meadows.
Mr. Shearon reviewed the revised orientation of lots to allow for the forest conservation to remain intact along Radcliffe Creek. He noted a smaller section of forest conservation on the northwest side would be relocated to the opposite side of Radcliffe Creek where there is already a forest conservation area.
Mr. Shearon reviewed the storm water management areas located on the west side at the low end of the property to allow for water to drain in to before being discharged into the creek.
Mr. Shearon reviewed the revised road system layout and road right-of-way. It was noted that the new plans show a reduction of about 600 linear feet of road than the previous plan. The right-of-way was reduced by four (4) feet. The layout would be the road, landscaping, then utility strip, which would be in the right-of-way and the sidewalk on the outside of the right-a-way.
Mr. Shearon noted that the sidewalk system through the development would merge onto the trail located on the south side near the water tower that leads right onto the rail trail.
Mr. Shearon noted the River Keeper had stated that a part of the creek area had been mislabel as stormwater management area on the previous plan, which has been corrected.
Kristan Blood, NVR, reviewed the facades of the homes. She noted that the number of villas were reduced, moved to the far side of the development and oriented differently so that the garages are not so prominent. She stated that the Villa design did not change but the units were reduced from groups of five (5) down to groups of three (3) or four (4).
Ms. Blood reviewed several design options for over the garage door to make them less prominent. She also noted the option of asphalt or concrete for the driveway.
There was a brief discussion regarding the elevation.
There being no further business or questions from the audience, Mr. Silcox moved to adjourn the meeting at 8:36 pm, was seconded by Ms. Watson and carried unanimously.
