PLANNING COMMISSION MEETING
FEBRUARY 15, 2023
Morgan Ellis (Chair) called the meeting to order at 7:30 p.m. In attendance were Commission members Jeffrey Grotsky, Tony D’Elia, John Hutchinson, Jay Silcox, and Kees de Mooy (Zoning Administrator).
MINUTES
Ms. Ellis asked if there were any corrections or revisions to the minutes of the meeting of January 18, 2023. Mr. Silcox moved to approve the minutes as submitted, was seconded by Mr. Hutchinson. The motion carried unanimously.
PRELIMINARY/FINAL SITE PLAN – WASHINGTON SQUARE SHOPPING CENTER
Greg Torchio (architect), Kevin Shearon (engineer), and Vernon Hustead (landscape architect) presented the Preliminary/Final Site Plan for Washington Square Shopping Center.
Mr. Hutchinson made a motion to approve residential use. The motion was seconded by Mr. Silcox and passed unanimously.
Mr. Silcox made a motion to approve parking as noted. The motion was seconded by Mr. Hutchinson and passed unanimously.
Mr. Hutchinson made a motion to approve the lighting plan contingent on a photometric lighting drawing submitted to the town for town approval. The motion was seconded by Mr. Silcox and passed unanimously.
CHESTERTOWN NATUAL FOODS ADDITION
Torr Howell (owner), and Jay Silcox (engineer) presented the Chestertown Natural Foods Addition at 114 S. Cross/303 Cannon Street. Mr. Silcox recued himself being the engineer for this project.
Mr. Howell reviewed the need for additional space and exterior renovations. The addition will take four (4) parking spaces from the parking lot area and include a second-floor space.
Mr. D’Elia made a motion to approve the Chestertown Natural Foods Addition application. The motion was seconded by Mr. Hutchinson with the added condition of stripping the area in front of the egress at the exit with a bollard proving the license survey drawing and passed unanimously.
Comprehensive Plan
David Dahlstrom, Upper Shore Regional Planner for the Maryland Department of Planning, reviewed the Comprehensive Plan. The Comprehensive Plan requires various elements for consideration for zoning such as land use, transportation, housing (fair housing), environment, public facilities, implementation, and water resources.
Mr. Dahlstrom reviewed various resources and data to consider that can be used to update the Comprehensive Plan. He stated that a new report is being development called a Maryland Zoning Checkup. It will be a guide to provide the necessary steps to be taken to update and correct the Comprehensive Plan.
There being no further business or questions from the audience, Mr. D’Elia moved to adjourn the meeting at 9:40 pm, was seconded by Mr. Hutchinson and carried unanimously.
