John Hutchison (Chair) called the meeting to order at 6:30 p.m.  In attendance were Commission members Jim Gatto, Cinda Pitcock, Jay Silcox, and Elizabeth Watson. Also in attendance was Larry DiRe (Town Manager) and Lynda Thomas (Town Clerk). 

The meeting began with the review of the Comprehensive Plan


Mr. Hutchison asked if there were any corrections or revisions to the minutes of the meeting of January 17, 2024. Mr. Silcox made a motion to approve the minutes of January 17, 2024, as submitted. The motion was seconded by Mr. Gatto and passed unanimously.

 Mr. Gatto asked that time be set aside to discuss the Radcliffe Meadows project to define how the Commission wants the project to happen.

Mr. Hutchison noted that a discussion about a project cannot be made without the applicants being present.  

Ms. Pitcock noted that there should be guidelines that the Planning Commission can give to applicants to allow them to work around. She stated there are a lot of issues not being addressed.

Ms. Watson suggested looking at the rules rather than look at that particular development and be educated on the rules and see where the inadequacies are.

Mr. Gatto stated there is nothing in the rules about garages. He referenced Coventry II, garages were discussed but once it left the Planning Commissions review the garage plan was ignored. The lots were sold individually, and the new homeowners picked out their designs. The agreement was that all garages were supposed to be on the side and not in the front.

Mr. Silcox stated that if there is nothing to reference in the ordinance, where can we hang our hat in terms of a position and where does the follow through happen.

Mr. Gatto noted that what is being agreed upon by the Planning Commission needs to be reflected in the permits issued.

Mr. Hutchison noted they could have an open meeting to discuss general items that the Commission foresees being an issue with various projects across the board but not about the Radcliffe Meadows project alone. 

Mr. Hutchison stated that Radcliffe Meadow’s project has had an informal submission and will have a formal submission and it is the Planning Commissions responsibility to look at the plans carefully, individually, not as a group and come to the meeting with notes. 

Mr. Hutchison stated that when looking at guidelines as a group, the Commission should seek to be in “alignment”, for the best interests of the Town.  When an application is submitted, the Commission should not seek to be in alignment but have independent judgement. If the Commission was aligned, then every application would be approved or not approved across the board.  The Chair has the deciding vote if there is a tie.

There being no further business or questions from the audience, Mr. Silcox moved to adjourn the meeting at 8:13 pm, was seconded by Mr. Gatto and carried unanimously.
