PLANNING COMMISSION MEETING

JUNE 21, 2023

 John Hutchinson (Chair) called the meeting to order at 7:30 p.m.  In attendance were Commission members Owen Bailey, Jim Gatto, Jeffrey Grotsky, Cinda Pitcock, Jay Silcox, Heidi Usilton, Kees de Mooy (Zoning Administrator) and Lynda Thomas (Town Clerk).

MINUTES

Mr. Hutchinson asked if there were any corrections or revisions to the minutes of the meeting of February 15, 2023. Mr. Silcox moved to approve the minutes as submitted, was seconded by Mr. Bailey.  The motion carried unanimously.

CONCEPT PLAN REVIEW – STARBUCKS

Kevin Shearon presented the Concept Plan Review for Starbucks.

Mr. Shearon reviewed the site located on the west side of MD213 known as Washington Avenue, consist of three (3) ting parcels that are to be combined into one (1) parcel, and is zoned C-3 (Neighborhood Commercial). The site of the former Rita’s Italian Ice with a building and parking area will be removed to construct a Starbucks restaurant with a drive-thru window and associated parking.

Mr. Shearon reviewed that the proposed Starbucks building would be 2600 square foot to be constructed on the south side of the property with a new entrance and 23 parking spaces. It was noted that code states there should be 27 parking spaces, but Starbucks patrons mostly use the drive-thru.

There was a discussion to change the plans to the entrance.

LOT LINE ADJUSTMENT – 115-117 QUEEN STREET

Thomas Dietz presented the Lot Line Adjustment for 115-117 Queen Street.

Mr. Dietz reviewed the current lot dimensions and the proposed lot line adjustments. The distance between the front of 117 N Queen and 115 N Queen is 2 feet 10 inches and widens mid building to 5 feet 5 inches then at the back end of the building the distance is 5 feet 2 inches.  The proposed addition would be set back 1 foot from the corner of the existing building at 117 N Queen allowing the distance to be 6 feet 2 inches from 115 N Queen.

Mr. Gatto made a motion to accept the Lot Line Adjustment for 115-117 Queen Street, as presented. The motion was seconded by Mr. Silcox and passed unanimously.

Mr. Gatto brought up the work plan for the coming year.  The Planning Commission will begin meeting at 7 pm to review topics for the work plan.

There being no further business or questions from the audience, Mr. Silcox moved to adjourn the meeting at 8:21 pm, was seconded by Mr. Bailey and carried unanimously.
