PLANNING COMMISSION MEETING
MAY 17, 2023
John Hutchison (Interim-Chair) called the meeting to order at 7:30 p.m. In attendance were Commission members Owen Bailey, Jim Gatto, Jay Silcox, Kees de Mooy (Zoning Administrator) and Lynda Thomas (Town Clerk).
ELECT NEW CHAIRPERSON
Mr. Hutchison called for nominations for a chairperson.
Mr. Silcox moved to elect John Hutchison as the chairperson, was seconded by Mr. Bailey. The motion carried unanimously.
Mr. Hutchison moved to elect Owen Bailey as the vice-chairperson, was seconded by Mr. Silcox. The motion carried unanimously.
MINUTES
Mr. Hutchison asked if there were any corrections or revisions to the minutes of the meeting of February 15, 2023. Mr. Silcox moved to approve the minutes as submitted, was seconded by Mr. Bailey. The motion carried unanimously.
Mr. Hutchison asked if there were any corrections or revisions to the minutes of the meeting of April 19, 2023. Mr. Bailey moved to approve the minutes as submitted, was seconded by Mr. Silcox. The motion carried unanimously.
LOT LINE ADJUSTMENT – KENT ATTAINABLE HOUSING
Mr. Joe Phillips presented the Lot Line Adjustment for Kent Attainable Housing. Properties at 134 and 136 Prospect Street were purchased in June 2022. Kent Attainable Housing is looking to move the lot line 7 feet to the north/west and convey 924 sq.ft. from 136 to 134 Prospect. The plan is to construct half of a duplex on each of the parcels and for those units to be deeded and sold separately.
The plan is to provide an 8-foot shared access easement on 132 Prospect to provide both properties with parking in the rear.
Each house is about 14.5 feet wide and 68 feet long, 2-story, with 3 bedrooms, living room, dining room, kitchen, and laundry area.
The houses will be modular and will be transported to the site.
Mr. Hutchison clarified that the new lot line separating the 2 lots goes down the middle of the building.
Mr. Gatto asked about the depth and setbacks of the lots. Mr. Phillips stated there was no setback in the front. The rear has a 30-foot setback and there will be a 13 feet side-yard setback.
Mr. Gatto expressed concern for the length of the house on a small lot.
Mr. Gatto moved to approve the lot line adjustment as submitted, was seconded by Mr. Silcox, and carried unanimously.
COMPREHENSIVE PLAN SCHEDULE
The Commissioners discussed scheduling time to review the Comprehensive Plan. Mr. de Mooy suggested a half hour before each meeting as had been done during the previous update.
The Commission is down two (2) members, and those vacancies need to be filled before scheduling the meetings.
Mr. Gatto suggested starting the Comprehensive Plan review meetings at 7 and the Planning Commission meeting at 8, depending on how busy the agenda is.
Mr. Bailey asked about collecting feedback from other committees and commissions such as the Tree Committee and the Historic District Commission and have them come in to talk about their priorities.
There being no further business or questions from the audience, Mr. Bailey moved to adjourn the meeting at 8:07 pm, was seconded by Mr. Silcox and carried unanimously.
