PLANNING COMMISSION MEETING

APRIL 19, 2023

Morgan Ellis (Chair) called the meeting to order at 7:37 p.m.  In attendance were Commission members Owen Bailey, Jim Gatto, Jeffrey Grotsky, John Hutchinson, Jay Silcox, Kees de Mooy (Zoning Administrator) and Lynda Thomas (Town Clerk).

CONCEPT PLAN REVIEW – RADCLIFFE MEADOWS

Kevin Shearon, DMS, presented the Concept Plan Review for Radcliffe Meadows.

Mr. Shearon review that Radcliffe Meadows would consist of two (2) parcels totaling +89 acres located at the end of Talbot Boulevard and zoned R-4 (Multiple-Family Residential). He reviewed the concerns with the sewer easements and forest conservation.

The plan is to build 138, 4000 to 5300 sq ft single family lots.  The houses would be a first-floor master living and garage plan.  The streets would all be two-way.

WASHINGTON COLLEGE

Kevin Shearon, DMS, presented the Washington College project to work the landscaping and terrace in front of the Miller Library.

The plan is to create accessibility, sustainability, and proper run off by updating the terrace, preserving trees, and adding plants.  Plans are complete and out to bid. Construction should begin the day after graduation.

PLANNING COMMISSION ANNUAL REPORT

Mr. Hutchinson made a motion to approve the Planning Commission Annual Report. The motion was seconded by Mr. Silcox and passed unanimously.

Ms. Ellis announced that this meeting would be her last meeting. She has served on the Commission for about eight (8) year and will be moving on to the Zoning Board of Appeals.  The members thanked her for her service.

There being no further business or questions from the audience, Mr. Bailey moved to adjourn the meeting at 8:30 pm, was seconded by Mr. Silcox and carried unanimously.
