Called to order 7:35pm.

 

1. Review and approval of minutes of March 19 and April 11, 2024 meetings

Budget:

Large posters from Bailey park meeting were $84 (8 altogether) approximately $700 (unanticipated expense). Ancillary expenses need to come out of regular budget

Remaining budget for FY23 is $5,438.46

2. Youth member proposal for Council consideration to fill the last vacant seat

We would like our town attorney to review Charter systematically to ensure it is aligned with current standards regarding the age requirement for the position.

Rotating position: Senior year KCHS or WAC student 9-month term

3. Third annual Sturday in the Park (June 8) planning progress

**Plan Air artists are coming **

*150 * waters that Girl Scouts will sell

 

Advertising: Ads in 3 papers- The Spy, KC New, Tidewater

4. Equipment inventory and lending procedures: Inez drafted:

Lending procedure: Request needs to be in writing at least 1 week prior

Sentence: acknowledges to return equipment in same condition

Reimburse committee if item is lost or damaged

 

Who is responsible for loaning and getting the form signed?

Pick up items from Town Hall on a designated day/time

Bring ID when picked up.

Create on a google form – link with spreadsheet (Frankie to create electronic system)

5. Ten-Year Master Parks & Recreation Plan

a) Progress to date: Kat Stork, consultant did not attend due to medical emergency. Concerns about Kat’s expertise and if contract is suited for our town. It does not appear that Kat understands our community (survey was not applicable and disappointing). Jim to send contract to commission for review (next agenda)

b) Next community ‘visioning session’ April 30: market next meeting to get a diverse audience. Jim would like to do a focus group with Chestertown Landing- church notice boards.

Trails: Federal $100,000,000 grant. Would need to be approved by Larry before Jim applied.

c) Revamped surveys: Inez re-designed survey – paper only that can be completed in 3- minutes. Visit each park with clipboards.

d) Skate park committee: (hold)

6. Storage shed at the Town Marina (Jim working with Dwight)

7. Park sign designs : Competition to increase public awareness and involvement

Parameters? Ages? We own the rights to the design afterward.

8. Proposed environmental sustainability story walk at Wilmer Park

Student from WAC generated idea (tabled)

9. Trash barrel beautification project canceled (tabled)

10. Upcoming events

a) Celebrate Trails Day, April 27, with Eastern Shore Trails Network

b) Community visioning session, April 30, with ShoreStrategies

c) Saturday in the Park, June 8

d) Hebe Fountain celebration, August 4—organized by the Garden Club and Mainstreet

e) Halloween—organized by the Lions Club

11. Other items to discuss

Hanging bird houses on kayak racks on kayaks to encourage birds. Bird houses may encourage birds to nest in the kayak- put birdhouses at a distance away from the kayaks.

12. “Cars on High”

MainStreet is no longer supporting them. Expanding “art on wheels” (art, music, bathrooms, trophies, signage) they are looking for sponsors. Have 3 levels of sponsorships. Need money- bring a lot of ppl into town on Thursday. They are all volunteers. It would be great to partner with them if they can recruit some volunteers! Motion made by Frankie seconded by Danielle and passed unanimously.
