Mayor Cerino called the meeting to order at 7:34 p.m.  In attendance were Council members Liz Gross, Linda Kuiper, Samuel T. Shoge and Mauritz Stetson, Robert Sipes, Utilities Manager, Jennifer Mulligan, Town Clerk, and guests.

Mayor Cerino asked if there were any additions or corrections to the Utilities Commission meeting minutes of August 18, 2014.  Mr. Stetson moved to approve the minutes as submitted, was seconded by Ms. Gross and carried unanimously.

Mayor Cerino stated that cash on hand and in banks was $935,720.39 and capital funds in the amount of $191,400.00.

Mayor Cerino asked for a motion to pay the bills.  Mr. Stetson moved to pay the bills as submitted, was seconded by Ms. Gross and carried unanimously.

Mr. Sipes stated that there was rehab performed on the filters at the Wastewater Treatment Plant.  Also, he thought that the Town may exceed the seasonal limit for phosphorous which would be a permit violation.  He said that there have been ongoing problems at the injection point where the aluminum chloride rots the steel pipe.  He said that he had an epoxy-coated steel band made that should be resistant to aluminum chloride.

Mr. Sipes stated that the main pump station at Washington Park had to have both pumps replaced.  He said that there was more flow than expected and he was thinking of upgrading the pumps in order to accommodate the flow, adding that the pumps were not made to handle shop rags and oil products.

Mr. Sipes stated that he has not had an update from the Hospital as the report is still being prepared.

There being no further business, Mr. Stetson moved to adjourn the meeting at 7:43 p.m., was seconded by Ms. Gross and carried unanimously.
