Chestertown Tree Committee Meeting – Minutes

March 4, 2024, 4pm

Town Hall (second floor)

Present: Ruth Menefee, Paul Saywell, Cynthia Saunders, Connie Schroth

Ms. Menefee opened the meeting at 4:05pm.

The bulk of the beginning discussion was focused on the committee’s current budget requests. They are as follows:

            $11,500 based on the 2020 census population of 5,563

                2,000 Phase II fee for the GIS mapping and reporting; annual domain-hosting fee

                   500 Public Outreach and Education


            $14,000 total

The rest of the meeting involved resolving the purpose and scope of Tree Committee’s responsibilities (156.2D) and work plan

  1. The Committee shall receive requests for investigating problematic tree issues in the public and private areas of Chestertown
  2. The Committee will investigate the requests and determine which of these need to be      be sent to Town Council for prescribed action
  3. Applications for permits necessary to resolve the issues will be sent to private property owners by the Town
  4. The Town will act as necessary in resolving the accepted tree applications’ issues (planting new trees, removal of trees, maintenance of trees, etc.) in private and public domains.

Began developing an Annual Work Plan (meetings, events, certifications, grant applications) and budget to be submitted to the Town. Began creating an Annual Calendar.

Developing an educational outreach plan.

Describe potential engagement with DNR, ShoreRivers, Forestry Board was discussed.

Committee responsibilities:

            Paul Saywell: budget, application format process, tree ordinance rework

            Ruth Menefee: budget

            Cynthia Saunders: assess tree issues previously identified and document

            Connie Schroth: minutes

Meeting was adjourned at 5:15pm.

Chestertown Tree Committee Meeting – Agenda

The Tree Committee meetings are held in Town Hall, 118 N. Cross Street.

Regularly scheduled meetings are held at 3:30 pm the first Friday of the month, unless otherwise announced. 

Members: Jeff Coomer, Ruth Menefee, Paul Saywell, Cynthia Saunders, and Connie Schroth


  • Call the meeting to order
  • Approval of TC minutes from March 1, 2024
  • Discuss FY 25’ Budget Request: Proposed each budget item required to complete 152.2D
    • Purpose and scope: Request $11,500, based on 2020 Census population of 5,563 MODIFY THIS WITH ANY HISTORICAL DATA WE CAN GATHER from the last year and current budgets.
    • GIS registry funding:  Request $2000 for “Phase 2” work to extend the basic mapping and reporting, including the creation and start up phases, and with provision for payment of a minimal annual domain-hosting fee to WC. 
    • Public Outreach and Education:  Request $500 +/- as we begin to implement the important tasks at hand.  This could cover such things as paid ads in local media, and printed educational materials that we could distribute at the Farmers Market and similar venues
  • Agree on purpose and scope of the Tree Committee (what it is and what it is not charged to do).  Ordinance 156.2D. 
    • Advise and consent on the use of non-emergency of Public Works funds allocated for Tree Committee projects
    • Create Town Tree Annual Work Plan, determine when to submit (begin review in January and submit in early-March with budget?)
    • Create an Annual Calendar (Planning sessions in winter and summer for spring and fall tree work/planting; develop tree pruning schedule by Ward?; Develop an Annual Work Plan and budget submittal by March 1st; conduct field survey and risk assmts in summer; booth at Earth Day Fet, Arbor Day Fdnt TCUSA appl by Dec 1st ; identify/seek grants by end of year; assess/record volunteer and staff hours by end of year; and track achievements)
    • Development of educational outreach plan?
  • Determine who/when and in what form the Tree Committee will submit these requests. Chair?
