UTILITIES COMMISSION MEETING

AUGUST 1, 2016

Mayor Cerino called the meeting to order at 7:30 p.m. In attendance were Council members Liz Gross, Linda Kuiper, Samuel T. Shoge and Mauritz Stetson, Bob Sipes, Utilities Director, Jennifer Mulligan, Town Clerk, and guests.

Mayor Cerino asked if there were any additions or corrections to the Utilities Commission meeting minutes of July 5, 2016. Mr. Stetson moved to approve the minutes as presented, was seconded by Ms. Gross and carried unanimously.

Mayor Cerino stated that operating funds on hand is $1,056,127.88 and an additional $521,000.00 was set aside in capital funds for a total of $1,577,127.88.

Mayor Cerino asked for a motion to pay the bills.  Ms. Gross moved to pay the bills as submitted, was seconded by Mr. Stetson and carried unanimously.

Mr. Sipes stated that it has been one year since injections and extractions began at the Hospital. He said that he compared results on the wells and 17 monitoring wells have seen an increase in TPHDRO, 6 monitoring wells have seen a decrease, and the rest of the monitoring wells are unchanged.  Mr. Sipes stated that the amount removed by the recovery wells is unchanged.

Mr. Sipes stated that there was a control issue at the Radcliffe Pump Station and at the Wastewater Treatment Plant. He said that the Radcliffe Pump Station was fixed, but the Wastewater Treatment Plant required special parts that were on order.  He was able to use parts from the manual side of Wastewater Treatment Plant until the new parts came in.

Mr. Sipes stated that a street repair was performed on Flatland Road by Sunny’s Market. He said that he was onsite at least once a day while the repair was underway.

Mr. Sipes stated that a new water and sewer line was installed on Cannon Street and they would be installing the new lines for Sultana later in the week on Cross Street.

Ms. Gross asked what was involved with the repair on Water Street. Mr. Sipes stated that there was an issue on Water Street several years ago, where a previous owner performed work on his basement and in doing so disconnected a shared sewer line.  The house was vacated after the work was performed in the basement and never hooked back into the sewer line leaving the new owner of the property without sewer.  He said that the homeowner had to find a contractor to perform the work to put in a new sewer line as the Town was unable to do the work.

There being no further business, Ms. Gross moved to adjourn the meeting at 7:37 p.m. was seconded by Mr. Shoge and carried unanimously.
