UTILITIES COMMISSION MEETING
MARCH 6, 2017
Mayor Cerino called the meeting to order at 7:30 p.m. In attendance were Council members Liz Gross, Linda C. Kuiper, Samuel T. Shoge and Mauritz Stetson, W. S. Ingersoll, Town Manager, Jennifer Mulligan, Town Clerk, and guests.
Mayor Cerino asked if there were any additions or corrections to the Utilities Commission meeting minutes of February 6, 2017. Mr. Stetson moved to approve the minutes as presented, was seconded by Mr. Shoge and carried unanimously.
Mayor Cerino stated that operating funds on hand is $964,148.65 and an additional $589,000.00 was set aside in capital funds for a total of $1,553,148.65.
Mayor Cerino asked for a motion to pay the bills. Ms. Gross moved to pay the bills as submitted, was seconded by Mr. Stetson and carried unanimously.
Mr. Sipes stated that the road patches will be finished this week once Bramble opens the blacktop plant.
Mr. Sipes stated that the RFP for the underground mapping will be reviewed and when a final draft is ready he will send a copy to the Council.
Mr. Sipes stated that the DO (Dissolved Oxygen Control System) at the wastewater treatment plant has almost been completely replaced with new transmitters and probes.
Mr. Sipes stated that the Chemscan (reads phosphorous and nitrogen levels) at the wastewater treatment plant is not communicating with the PLC (programmable logic controller). He said that this would be expensive to fix. A tech will be flown in to work on the system. Mr. Sipes explained that the system was approximately 8 years old and the life expectancy was about 10 years, noting that this was a communications issue and not the actual unit. Mr. Sipes stated that he did not contract for the work yet and would look into alternative ways to measure phosphorous and nitrogen if the Chemscan unit became prohibitively expensive to repair or replace.
There being no further business, Mr. Stetson moved to adjourn the meeting at 7:38 p.m. was seconded by Mr. Shoge and carried unanimously.
