UTILITIES COMMISSION MEETING

MARCH 1, 2021

Mayor Cerino called the meeting to order at 7:31 p.m.  In attendance were Council members David Foster, Thomas Herz, Ellsworth Tolliver and Meghan Efland, Bob Sipes (Utilities Manager), Bill Ingersoll (Town Manager), Kees de Mooy (Zoning Administrator), Jennifer Mulligan (Town Clerk) and guests.

Mayor Cerino asked if there were any additions or corrections to the Utilities Commission meeting minutes of February 1, 2021.  Rev. Tolliver moved to approve the minutes of February 1, 2021 as submitted, was seconded by Mr. Foster and carried unanimously.

Mayor Cerino stated that cash on hands for the Utilities Commission was $2,233,348.41 with $1,209,200.00 set aside for capital projects.

Mayor Cerino asked for a motion to pay the bills.  Ms. Efland moved to pay bills as submitted, was seconded by Rev. Tolliver and carried unanimously.

Mr. Sipes stated that the new backhoe purchase had been miscoded and would show as an adjustment from capital funds.

Mr. Sipes stated that a pump at the Radcliffe Pump Station had to be rebuilt at the cost of $7,500.00.

Mr. Sipes stated that the hydraulics on a dump truck went bad and because it was so old there was no replacement.  The hydraulics were rebuilt at a cost of $5,500.00.

Mr. Sipes stated that a touchscreen went bad at the Wastewater Treatment Plant.  As a result, the output card stopped functioning and the laptop will no longer work.  He said that they were working to get someone in to fix it and he had to purchase a new laptop.  He will have to purchase the software which will cost between $7,000.00 and $8,000.00 along with additional costs of $3,500.00 to $5,000.00 for the other programming requirements.

Mr. Herz stated that he has heard on the news about water systems being hacked into and asked if Mr. Sipes was aware that this could occur.  Mr. Sipes stated that this was a non-issue for Chestertown because their system was not accessible in any way over the internet and could not be hacked into from an outside source.

 

There being no further questions or comments, Mr. Foster moved to adjourn the meeting at 7:37 p.m., was seconded by Mr. Herz and carried unanimously.
