CHESTERTOWN UTILITIES COMMISSION MEETING

JANUARY 2, 2024

 

Mayor Foster called the meeting to order at 6:00 pm. In attendance were Councilmembers Tim O’Brien, Tom Herz, Jose Medrano (by Zoom) and Meghan Efland, Bob Sipes (Utilities Manager), Larry DiRe (Town Manager), Lynda Thomas (Town Clerk) and guests.

Mayor Foster asked if there were any additions or corrections to the minutes of the Utilities Commission meeting of December 4, 2023. Councilwoman Efland made a motion to approve the minutes of the Utilities Commission meeting of May 15, 2023, as presented. The motion was seconded by Councilman O’Brien and passed unanimously.

Mayor Foster stated that the operating funds on hand were $2,588,157.97. He asked for a motion to pay the bills. Councilman O’Brien made a motion to pay the bills. The motion was seconded by Councilwoman Efland and passed unanimously.

Mayor Foster called on Mr. Sipes for his Utilities Commission report. 

Mr. Sipes reported that at Radcliffe Plant, one of the pump bluet and stands was replaced over a year ago at a cost of about $28,500. He noted that another pump bluet and stand will need to be replaced.

Mr. Sipes reported that the chemical costs have more than doubled, since 2020.

Mr. Sipes noted that the water main leak on Byford Court has been fixed.

Mr. Sipes noted that he has been speaking with Maryland Department of the Environment (MDE) regarding the grant for the water plant building. He stated that MDE may have the Town bid out the engineering portion project.  MDE has a criterion for bidding out projects and will let them know if the bidders meet their requirements.

Mr. Sipes reported that MDE will be doing site visits in January to view the plant.

Mr. Sipes said that was all he had to report. Mayor Foster asked if there were any other questions for Mr. Sipes. There being no further business, Councilman Herz motioned to adjourn the meeting at 6:16 p.m. The motion was seconded by Councilwoman Efland and passed unanimously.
